The instructions say I need the T3's 78mm, but does not say what voltage that I need. Should I be getting 110 or 120V? Do they even exist? Canada uses 110 120v correct? What's the difference?

We're installing a vanity light fixture. White to white, black to black and the red ground? to the copper support wire on the fixture. When we turn the breaker back, the switch is in the off position and the light is on. When I flip the switch to the on position, the light goes off and the breaker goes off. Any help for us?
